Attorney Dennis McHugh, a native of Chelmsford, earned his degree from Harvard University and served in Vietnam as a naval officer. Following his service, McHugh earned his Juris Doctor, graduating with honors, from Suffolk University Law School.

Attorney McHugh has experience in all types of civil matters, including estate planning, elder law, business, personal injury, probate and real estate. He has been appointed a Commissioner by the Land Court and the Probate Court and as Guardian Ad Litem for the Probate Court to help manage difficult matters for the courts.

Attorney McHugh actively represents seniors obtaining Medicaid benefits. He is a member of the Massachusetts chapter of the National Association of Elder Law Attorneys and represents clients in applications to the Department of Medical Assistance as well as appeals to the Board of Hearings and to the Superior Court.

Attorney McHugh has been an active real estate practitioner, as well, and is an issuing title insurance agent. He is a member of the Real Estate Bar of Massachusetts and the Merrimack Valley Conveyancers’ Association.

As a citizen and community leader, McHugh has served in a variety of leadership positions. He held the elected position of Town Meeting Moderator from 1980 to 2011 and has served as Library Trustee. In addition, he has served on the Board of Directors or as President of numerous civic and business groups including the Chelmsford Scholarship Fund, Inc., Chelmsford Rotary Club, Chelmsford Cultural Council, Chelmsford High School Alumni Association, the Lowell Five Cent Savings Bank, the Merrimack Valley Estate Planning Council, and the Greater Lowell Home Builders’ Association. He was the Chelmsford Business Association Member of the Year and received the Community Service Award from The Chelmsford League of Women Voters of Chelmsford in 2011.

Attorney McHugh has been recognized as FIVE STAR Wealth Manager, by Boston Magazine.


Attorney Anna Reppucci Vergados, a native of Lowell, MA, attended the Academy of Notre Dame, in Tyngsboro; and, was a member of the last graduating class at Rogers Hall.

She received her BA at Rollins College, MBA from UMass Lowell; and, a Juris Doctor from New England Law School.

Attorney Vergados joined McHugh Law as an associate in 2008. She focuses her practice on real estate, estate planning, business law, and probate administration.

She is a member of the Greater Lowell Bar Association, New Hampshire Bar Association, Merrimack Valley Conveyancer’s Association, Friends of Lowell High School, Lowell Five Board of Incorporators, and the Chelmsford Country Club Ladies League.

She does volunteer work with the Friends of Lowell High sports teams and Co-Chairs the Bay State Classic gymnastics meet for a local athletic group. She is a regular Red Cross Blood Donor.

Attorney Vergados, with over 23 years of legal experience, is licensed to practice in both Massachusetts and New Hampshire.


Attorney Jack J. Vultaggio, Jr., a native of Tewksbury, Massachusetts and a current resident of Groton, Massachusetts, is a 1980 graduate of Tewksbury Memorial High School, a 1984 Bachelor of Science in Government graduate of Suffolk University, and a 1987 Juris Doctor graduate of Vermont Law School.

Attorney Vultaggio is enthusiastic about corporate law and assisting today’s business owners on their road to success. With over 25 years of experience, he is versed in all aspects of planning and strategies for operating a business. He can navigate through the legal, management and financial obstacles a successful business must travel in today’s commercial world.

As General Counsel for two global corporations, Attorney Vultaggio created and implemented legal and regulatory compliance programs, automated contract systems and human resource educational programs for employee behavior, privacy & security and benefit understanding. He represents businesses, large and small, in contract negotiations, corporate finance, mergers & acquisitions, intellectual property protection, employee relations, litigation and real estate matters.

In 2013, he returned to the Merrimack Valley and rejoined Attorney McHugh and McHugh Law, expanding his practice into estate planning and elder law services and providing his experience to McHugh Law’s business and corporate law department. Mr. Vultaggio is licensed to practice in Massachusetts and Rhode Island.
